The Smart State Council was established in 2005 to provide high-level, independent advice to position Queensland as the Smart State.
Since the launch of Toward Q2: Tomorrow’s Queensland in September 2008, the Council also provides advice on medium to long term challenges and opportunities facing Queensland as well as how to meet the Q2 ambitions.
The Smart State Council is chaired by the Premier and includes five Government Ministers, the Queensland Chief Scientist and representatives from Queensland's business, academic, not-for-profit and research communities.
A Standing Committee of the Smart State Council is chaired by the Queensland Chief Scientist and comprises the non-Government members of the Smart State Council.

The Smart State Council Standing Committee annually reviews opportunities for and challenges to achieving the Q2 vision of a strong, green, smart, healthy and fair state.
The Committee also undertakes a program of research on significant Smart State issues. Independent working groups prepare reports for the Smart State Council. The views expressed in the reports are those of the group and do not represent Queensland Government policy.
